Locked Notices and Force-Close

Some admin notices cannot be dismissed (no X button). Tidy Announcement shows these in red with white text so they stand out, and keeps them open in the free version. Tidy Announcement Pro can force-close a locked notice: it is hidden and added to a restorable block list (Tidy Announcement Pro > Blocked Notices), where you can restore it any time. Pro can also collapse locked rows.
